COMMISSION DOES NOT FORESEE MANDATORY LABELLING FOR MEAT FROM SLAUGHTER WITHOUT STUNNING

The European Commission indicated that information on the stunning of animals before slaughter is not of immediate concern to consumers, unless when brought to their attention. Therefore there is no intention to make the labelling of meat obtained from animals that have been slaughtered without stunning obligatory.


EU legislation provides for rules aiming to limit the pain, distress or suffering of animals which are slaughtered for commercial purposes. The rules are embedded in Regulation 1099/2009 on the protection of animals at the time of killing. Arguably, most important is the stunning of animals to curb consciousness and sensibility. However, in the case ritual slaughter methods, such as for halal meat, stunning of animals is not required. The question was raised whether meat obtained from slaughter without stunning would be labelled indicating so. The European Commission marked it has no intention to adopt such labelling rules.


The European Commission continued that individual member states may however adopt additional rules and control measures. The Commission notes that member states therefore may introduce additional labelling rules on the labelling and control of meat obtained from animals slaughtered without stunning.
